Most states have several state universities. In many countries there is a public university that stands out from the others. Naming conventions of each state is different. In most states, the University of XXXX is the highest-ranking public schools in the State and the State University of XXXX is the second best.
For example: - The University of Michigan is one of the best universities in the country. Michigan State University is a great school - but not very good. The same goes for North Carolina - UNC Chapel Hill is a large university. NC State is not as prestigious.
California has several state systems. The University of California has a number of universities (the best of Berkeley). These are all excellent research universities. The stateSeveral campus of the University of California. The research schools are not selective and are not. The worst school in the UC is better than the best school in the CSU.
But not all states follow this rule. The University of Pennsylvania is a private university in the Ivy League. The best public university in the state of Pennsylvania State University. Ohio is another state in which the state of Ohio the best state school.
Then there is New Jersey - where the Rutgers State University.
Go figure.

They are public, are just a different name.
The universities are from different universities together (College of Education Faculty of Arts and Sciences, College of Engineering, etc..) Four-year university differs from a 4-year college that focus on research universities. Higher education institutions receive state tax dollars as part of its annual budget. In my state, Idaho, we have 3 universities - the University of Idaho, Idaho State University and Boise State University. We also have 4 years study - Lewis and Clark State College.
